Importing Transactions

I have recently started using the full version of the app and am stumped by what may be a very simple thing.
I am trying to import transactions from my bank. I have the following issues:
> The bank does not support direct downloads
> The bank only exports transactions in QIF & CSV formats
> The bank uses Java to initiate the popup window for the download (which the built-in browser does not seem to support)
> I have a Windows PC (no Mac access)
> It appears iCompta will not allow me to copy the file directly to the app via iTunes.
Please let me know how to import transactions using the iPad and a Windows PC. Thank you.
