You nailed it. When I first ran across the problem, I did exactly what you suggested and opened the file in a text editor to check the date format. I then totally brain-farted and decided a date like 2022-11-01 was mm/dd/yyyy format. Sorry for wasting your time.

I seem to have run across a problem importing transactions. I downloaded the transactions from Vanguard in CSV format. Would that explain, though, why three statements would not show dozens of transactions which had been reconciled? I wouldn't have had any reason to touch any of those transactions from any device after I had reconciled the statements.
